Anhui's apparel industry is undergoing a fundamental shift from capacity-driven to brand-driven growth, and the pivot point is Hefei. The Anhui Province Apparel Industry Association held its first council meeting and a provincial high-quality development symposium in the city, electing Yuan Ying as its president. More significant than the leadership change is that the meeting placed the 2025-2027 Anhui Textile Industry Optimization and Upgrading Implementation Plan on its study agenda, signaling that policy and industry are beginning to align.
Policy Framework: Four Main Lines for a Three-Year Plan
The upgrading path outlined by Anhui focuses on four directions: smart manufacturing, supply chain coordination, brand building and talent development. These are not isolated pillars but point to a single goal: shifting from a processing-order and scale-expansion model to a quality-and-efficiency track centered on R&D and branding. For upstream and downstream enterprises, this means future policy resources and financial support will tilt more toward players with product development capability and brand premium potential.
From a national perspective, Anhui's position is subtle. It lacks the mature industrial clusters and export channels of Jiangsu and Zhejiang, yet it also cannot compete with parts of central and western China on low-cost mass contract manufacturing. This in-between state is precisely where transformation pressure is greatest. The call to "break path dependence" targets this predicament of having neither first-mover advantage nor a low-price winning strategy.
Industry Response: Niche Players Move First
During the symposium, representatives from Hefei Yingdilaike Garment Technology, Boshihe Outdoor Sports Group and Anhui Accurate Intelligent Sewing Equipment shared their experiences of specializing in niche segments. What these three companies have in common is that none pursued a broad, all-category approach; instead, they anchored themselves in vertical tracks: apparel technology, outdoor sports and intelligent sewing equipment.
This choice has practical logic. Before brand building generates scale effects, the professional barriers of a niche track are more easily converted into pricing power than the scale advantages of a broad category. For buyers, this means Anhui's supplier profile is diverging: some remain in low-price contract manufacturing, while others are beginning to participate in quotations with technical solutions and product definition capabilities.
The strategic cooperation framework agreement signed between the association and financial institutions fills the most critical gap in this transition. When apparel companies move from manufacturing to branding, early-stage R&D investment and market cultivation cycles are long and collateral is scarce, making traditional credit models hard to apply. The value of a regular industry-finance platform lies in using industry credit and industrial information to reduce financial institutions' risk identification costs, channeling funds more precisely to small and medium apparel enterprises with R&D needs but insufficient collateral.
Impact Assessment: Transmission Chains Under the Brand-Province Goal
Yuan Ying proposed using new quality productive forces as the driving force to move Anhui from a "manufacturing province" to a "brand province" and from "scale expansion" to "quality and efficiency," forming an ecosystem where "leading geese fly first and the flock follows." Behind this phrasing is a clear transmission chain: leading enterprises break through in branding and R&D first, creating demonstration effects and order spillovers; small and medium supporting enterprises follow with upgrades; ultimately the entire industrial belt's pricing power shifts upward.
But whether this chain runs smoothly depends on two variables. First, the actual implementation efficiency of the industry-finance platform, as the speed of funding directly determines the continuity of corporate R&D investment. Second, whether niche-track enterprises can build sufficient brand awareness in their segments, otherwise "specialization" may remain at the level of contract manufacturing upgrades rather than brand breakthroughs. For national buyers, Anhui apparel suppliers' quotation structures may diverge noticeably over the next two to three years. Low-price orders will concentrate further among a few large-scale contract manufacturers, while suppliers with development capabilities will gain higher premium space.
