Sun Ruizhe, president of the China National Textile and Apparel Council, made a pointed observation at an industry conference in September 2026: China's textile industry has entered the world's top tier, yet design leadership remains a weak link. Behind this statement lies an awkward reality — a clear gap between global fashion discourse power and manufacturing scale. That same month, the China Fashion Designers Association completed its 10th council transition in Beijing, with Xia Guoxin re-elected as president and 22 vice presidents appointed. This seemingly procedural leadership change actually signals a deeper industrial transformation.
The Turning Point from Scale Expansion to Quality Improvement
Over the past five years, the association built China Fashion Week and China International College Students' Fashion Week into two core platforms, upgraded the DPARK ODM exhibition, and expanded fashion week venues to Nanjing, Haining, and other locations. But Xia explicitly stated that core platforms must shift from scale expansion to quality improvement. This means the positioning of fashion week is changing — no longer pursuing the number of shows and participating brands, but optimizing the participation ecosystem and deepening linkages with industrial clusters.
For buyers, this shift directly affects sourcing logic. When platforms no longer measure success by scale, exhibitor thresholds and screening criteria will inevitably rise, and original design capability will become a more central consideration. Suppliers relying on copycat designs and lacking design depth will gradually be marginalized in platform resource allocation.
Notably, the association has built a fashion intellectual property protection platform over the past five years, offering original work certification and registration services. The maturation of this system means the cost of design infringement is rising. When selecting suppliers, buyers must treat original design compliance as an indispensable due diligence step.
AI and Sustainability: Two Unavoidable Variables
Sun Ruizhe proposed four era-defining propositions at the meeting, two of which directly relate to the textile and apparel industry: AI reshaping the entire design creation process, and green concepts moving upstream to the design source.
AI's efficiency gains are evident, but the risk of stylistic convergence is equally real. For factories and exporters, this means two things: first, AI tool adoption on the design side will accelerate, and those who integrate AI into pattern-making and fabric development faster will shorten lead times; second, differentiated design capability becomes even scarcer — when AI makes basic design cheap, products with genuine cultural distinctiveness will command greater premiums.
On sustainability, the association has launched the "Design the Future" initiative and established a sustainable fashion design fund. Sun specifically noted that the vast majority of a product's environmental impact is locked in at the design stage. This has direct implications for buyers: fabric selection and process routes already determine a garment's carbon footprint at the sampling stage, with very limited room for remediation later.
The Linkage Effect of Industrial Clusters and Regional Venues
The association has actively expanded regional fashion week venues over the past five years, channeling national-level fashion platform resources to local industrial development. The industrial logic: textile belts like Keqiao, Shengze, and Nantong possess manufacturing advantages but lack fashion discourse power; fashion week has discourse power but needs industrial grounding.
The combination means diversified order sources for factories. Where factories once relied on export orders or wholesale markets, they can now connect directly with designer brands through regional venues, making small-batch, quick-response order models increasingly viable. For exporters, the continued development of international exchange IPs like CHINA SELECT and GLOBAL SELECT lowers the display threshold for Chinese design going global, but also requires enterprises to possess product narrative capabilities for dialogue with international buyers.
