A floor price of 17,014 yuan per tonne is emerging as the benchmark anchor for raw material cost calculations across China's cotton spinning sector in the coming week. The China National Cotton Reserve Management Corporation has set this level as the week-nine floor price for standard grade 3128B under its 2026 state reserve cotton sales programme, covering the period from September 14 to 18. What matters more than the headline number itself is the pricing logic behind it: daily lot-level floor prices are not uniform but are calculated batch by batch, using official cotton inspection results and the quality differential table published by the China Cotton Association.
Decoding the Pricing Mechanism
Two variables drive this mechanism. The first is the set of fibre indicators produced by notarised inspection, including staple length, breaking strength and micronaire value. The second is the premium and discount schedule that the quality differential table applies to different combinations of those indicators. For September 2026, the China Cotton Association's domestic cotton quality differential table serves as the conversion basis for current lots.
From an industry perspective, this design means the actual cost of reserve cotton is highly dispersed. Within a single week, lots from different warehouses and with different specifications can differ by several hundred yuan per tonne or more once converted. For buyers, fixating solely on the 17,014 yuan per tonne standard-grade floor price when budgeting is likely to lead to deviations during the auction process.
More critically, since the reserve sales programme began on July 20, the continuous release of resources has directly influenced the basis structure of both spot and futures cotton prices. When traders quote prices, they typically treat the reserve floor price as a lower-bound reference for the short-term price range.
Transmission Through the Supply Chain
Cotton accounts for more than sixty percent of the production cost of cotton yarn in most cases, so any movement in the reserve floor price transmits downstream through the spinning segment. At the current standard-grade floor of 17,014 yuan per tonne, the raw material pressure on higher-grade yarns shows no sign of easing.
For upstream ginners and cotton traders, the reserve floor price provides a reference benchmark for selling prices. If spot market prices are significantly higher than the reserve conversion price, downstream spinning mills will be more inclined to participate in auctions or switch to reserve resources, thereby capping upside in spot cotton prices.
For midstream spinning mills, cotton blending strategies need to become more refined. The existence of the quality differential table effectively encourages enterprises to select the most cost-effective lots based on their own order structures, rather than blindly pursuing high-grade resources. Mills producing combed yarn need to watch the premium attached to length and uniformity indicators, while those making open-end or low-count yarns can focus more on discounted lots.
For downstream fabric and garment manufacturers, the probability of sharp raw material fluctuations in the near term is limited, but the firmness of yarn quotes will depend on whether spinning mills can successfully pass on blending costs. With end-consumer markets showing limited tolerance for price increases, the smoothness of cost transmission is the key determinant of profit distribution across the chain.
Reactions Across Industrial Clusters
Cotton textile clusters along the Yangtze River and coastal regions are most sensitive to reserve sales policy. Spinning mills in Jiangsu, Shandong and Henan typically adjust their raw material inventory cycles during reserve sales periods, shifting from just-in-time purchasing to moderately increasing auction-based stockpiling.
The trading segment reacts even faster. Some cotton traders adjust basis quotes immediately after the weekly floor price is announced, narrowing the gap with the reserve conversion price to avoid losing customers. This dynamic is particularly pronounced around each weekly price update.
The continued release of reserve cotton is also reshaping market expectations for the annual supply-demand balance. If the sales pace remains steady and transaction volumes stay high, concerns about supply tightness before the new crop arrives will be alleviated.
