When cotton prices fall to the cost line, the market's first reaction is usually not panic but a recalculation. Zhengzhou cotton futures averaged 15,838 yuan/mt for the week, down 1.1% week-on-week, while the China Cotton Price Index B stood at 17,378 yuan/mt, down 1.3%. Read together, these two figures suggest the spot market bore more downward pressure than futures. The real issue is not how much prices fell, but that they have approached the lower bound of the cost range implied by machine-picked seed cotton at 7.0-7.3 yuan/kg. Further downside is being capped by cost logic.

The Tug-of-War Between New Supply and Cost Support

The pace of new cotton arrivals is the core variable for the board. Xinjiang's cotton boll-opening progress has exceeded 80%, weather conditions generally favor picking, and scattered buying has begun in some areas. Expectations of rising supply had weighed on prices, but seed cotton purchase prices stabilized after their decline, and ginners' attitudes have diverged. Firms with sufficient funds remain reasonably confident in purchasing, while some individual ginning plants facing financing constraints have turned cautious. The industry expects the share of "short, flat, fast" operations to increase, which in effect reflects a defensive posture toward market uncertainty.

For downstream spinners, cost support emerging does not mean cotton prices will rebound immediately. Cotton yarn sales are generally stable, with local transaction volumes declining. Spinners maintain a strong stance on holding prices, but downstream acceptance is weak and willingness to stockpile is low. This "upstream holds, downstream watches" pattern means the transmission channel from yarn prices to cotton prices is not smooth. Domestic C32S carded yarn averaged 23,650 yuan/mt, down only 0.2% week-on-week, a smaller decline than cotton itself, indicating spinning mills are choosing to protect prices amid compressed margins.

Two Sides of the International Market

US cotton export signings have rebounded notably. For the week ending September 17, 2026/27 US upland cotton net export signings reached 52,300 mt, more than tripling from the previous week, while shipments rose 16% to 37,400 mt. However, cumulative signings for the season remain below the five-year average, raising questions about demand sustainability. On the supply side, the US cotton good-to-excellent rating was revised down 2 percentage points to 34%, lagging 13% year-on-year, with Texas at just 18% amid severe drought. Still, the national harvest rate reached 13%, 2 percentage points faster than the five-year average, partially offsetting production concerns.

Brazilian cotton's continued flow is another thread. Brazil exported 106,000 mt in August, up 37.3% year-on-year, with the harvest rate exceeding 98% and new crop arrivals approaching. Global available resources are loosening at the margin, pressuring international prices. New York cotton futures averaged 83.12 cents/lb, down 0.3%, while the International Cotton Index (M) at 15,171 yuan/mt on a 1% tariff basis fell 1.8%. Domestic prices stand 2,207 yuan/mt above international, with the spread widening 49 yuan/mt week-on-week. The widening spread supports the comparative advantage of imported yarn and cotton, potentially shifting the raw material procurement mix for export-oriented spinners.

Policy Variables and Sentiment Repair

The Sino-US high-level interaction produced an 8-point consensus, including a $30 billion reciprocal tariff reduction arrangement, advancement of the Trade Council mechanism, and extension of Kuala Lumpur trade consultation outcomes, with instructions for implementation. For the cotton textile sector, this suggests a possible phased improvement in the export environment, but the specific landing pace of tariff arrangements is what determines whether orders can meaningfully recover. Sentiment repair can drive a rebound, but its height depends on triple verification: implementation details, new orders, and production expectations.

Domestic policy is simultaneously releasing medium-to-long-term signals. The Ministry of Industry and Information Technology and other departments issued the "15th Five-Year Plan" for the light industry and textile sector, targeting above-30-trillion-yuan revenue for above-scale enterprises by 2030, with tasks including enhancing innovation capacity, improving supply-demand matching, and accelerating intelligent and green transformation. The impact on the cotton textile chain lies not in short-term prices but in demand structure optimization and capacity upgrading. On the same day, Premier Li Qiang emphasized advancing "AI plus manufacturing" during a Shanghai inspection, pointing to efficiency restructuring in textile manufacturing.

Changes in reserve cotton policy also warrant attention. This week's reserve cotton auctions saw renewed enthusiasm, with a 99.90% transaction rate, up 6.83 percentage points week-on-week, and an average price of 16,607.55 yuan/mt, down 208.46 yuan/mt. China National Cotton Reserve Corporation announced that central reserve cotton sales will stop from September 30. The halt means the supply-side pressure from reserve releases will phase out, but the lower transaction center suggests bidders remain cautious on price expectations.

Overall, accelerated new cotton arrivals remain the core pressure on the board, and with no sustained demand pull, domestic and international cotton prices are expected to stay range-bound in the short term. Cost support, the reserve sales halt, and the Sino-US consensus are positive sentiment variables, but whether a rebound materializes depends on tariff details, order flows, and actual production expectations.

For Buyers - With cotton prices near the lower bound of the cost range, locking in basis or spot positions in batches offers better value than waiting for an absolute low - Watch the widening spread between domestic and international prices; imported yarn's comparative advantage is emerging, so compare landed costs of domestic and regular imported yarn - After reserve sales end, reassess raw material replenishment pace to avoid concentrated buying pushing up spot premiums

For Exporters - With tariff arrangements not yet implemented, keep flexibility in contract clauses to avoid bearing policy change costs unilaterally - US export signings are recovering but cumulative levels remain below the five-year average; confirm buyer inventory and end-market sell-through before taking long orders - Monitor Fed rate expectations pressuring the dollar and commodity valuations; hedge both FX and raw material exposure
