As AI technology moves from labs into consumer scenarios, the textile and apparel industry is at a structural growth inflection point. Eight Chinese ministries jointly issued implementation opinions to accelerate AI+consumption, introducing 17 measures across five areas: smart product supply, commercial scenario innovation, digital retail upgrade, fiscal and financial support, and standard system building. This is not a short-term stimulus but a long-term institutional framework for digital transformation.
The core logic of the policy is to bridge the entire chain from R&D to end consumers. Cultivating the smart wearable market is prioritized, targeting functional textile materials with health monitoring, temperature regulation, and flexible sensing capabilities. This signals that smart textiles and home textiles are moving from concept to commercial scale.
On the retail side, the policy supports smart business districts and intelligent store systems, encouraging AI-powered virtual fitting, smart outfit recommendations, and digital human shopping assistants. E-commerce platforms are urged to set up AI+consumption zones with digital human live streaming and immersive experiences. These measures reshape the 'people-goods-scene' interaction logic from 'people searching for goods' to 'goods following demand.'
The policy emphasizes flexible supply chain construction, addressing core pain points like long design cycles, high inventory, and intense homogenization. AI-driven design and marketing integration, intelligent quality inspection, and creative content generation tools are pushing traditional 'forecast-based production' toward 'real-time responsive production.'
On the funding side, two levers are provided: local governments can offer subsidies within the trade-in framework for new-generation smart terminals, and personal consumer loan fiscal discount policies support AI product purchases. The national AI industry investment fund will guide capital deployment, systematically opening funding channels from equipment procurement to end consumption.
The policy also advances standard building, including AI terminal technical, security, interoperability, and application standards, along with a smart terminal grading system. Promoting cross-industry and cross-brand connectivity, as well as domestic and international standard alignment, will lower supply chain coordination costs and boost bargaining power for export-oriented firms.
More profoundly, the competition logic is shifting from capacity, cost, and channel distribution to design innovation, digital experience richness, flexible supply chain speed, and sustainable brand operations. Companies that embed AI across R&D, production, and marketing will gain a first-mover advantage in the upcoming reshuffle.
