China's textile and apparel industry is shifting from rhetorical ambition to measurable action. The Five-Ministry Action Plan for Cultivating Excellent Textile and Apparel Brands (2026-2028) sets a clear quantitative target: at least 25 'excellent brands' within three years, alongside a new evaluation index system. Sun Ruizhe, president of the China National Textile and Apparel Council (CNTAC), stated that this marks a pivot from scale-driven to value-driven growth. For clusters like Shengze, Keqiao, and Nantong, which have long relied on OEM and wholesale, the policy signals a reallocation of resources toward brand-capable enterprises. Sun emphasized that excellence must rest on three pillars: technological innovation, cultural depth (especially Eastern aesthetics), and green development. CNTAC will implement six measures, including a brand incubation database, diagnostic services, and talent development. The database will create a dynamic system that rewards brands with long-term investment and penalizes short-termism. For buyers, sourcing from brands in the incubation pool ensures better quality and reliability. For exporters, the plan is a clear call to build domestic brand equity as a hedge against market volatility and as a tool for higher margins.
