When brand building shifts from slogans to quantitative targets, China's textile and apparel industry is undergoing an unprecedented value reassessment. The 'Textile & Apparel Excellent Brand Cultivation Action Plan (2026-2028)', jointly issued by five ministries including MIIT, sets a precise target for the first time: cultivating at least 25 excellent brands within three years. This is not a simple KPI but a clear signal of the industry's transition from 'scale leadership' to 'value leadership'.

Industrial Logic Behind the Quantitative Target

Twenty-five excellent brands mean an increment of about eight brands per year. According to public data from the National Bureau of Statistics, China's textile and apparel industry has over 17,000 enterprises above designated size, but only a handful have genuine international influence. The plan aims to change this 'big but not strong' pattern.

Sun Ruizhe, President of the China National Textile and Apparel Council (CNTAC), emphasized in his interpretation that this target is not a mere numerical setting but a guide to concentrate quality resources on brands with real potential and heritage. The simultaneous construction of an evaluation index system will push brand building from empirical judgment to scientific measurement—meaning a set of quantifiable 'excellence' standards will soon emerge, covering dimensions such as technological innovation, cultural heritage, and green development.

For buyers, this means that over the next three years, a batch of brands certified at the national level as 'excellent' will appear on the market. These brands will not only guarantee product quality but also meet higher standards in design capability, supply chain transparency, and environmental performance.

Six Pathways and Industrial Transmission Effects

The plan's implementation is not a castle in the air. Sun Ruizhe outlined six implementation pathways on behalf of the industry organization: establishing a brand incubation mechanism, conducting brand diagnostic services, collecting and promoting brand stories, building public service platforms, promoting cultural tourism integration, and increasing talent cultivation.

These six pathways form a complete brand growth ecosystem. The incubation mechanism creates a 'growth ladder' for brands, from incubation to acceleration to maturity, forming a tiered and dynamically managed system. Brand diagnostic services directly address the pain points of small and medium-sized enterprises—many factory-origin brands excel at production but lack brand operation expertise, and professional diagnosis can help them identify weaknesses.

The cultural tourism integration pathway is particularly noteworthy. In industrial clusters like Keqiao, Shengze, and Nantong, textile tourism is becoming a new growth point. Integrating brand consumption with immersive experiences means brands are no longer just labels but perceptible cultural carriers. This will directly boost terminal categories such as home textiles and apparel.

Substantial Impact on Each Link of the Chain

For upstream fabric and yarn enterprises, the excellent brand cultivation will upgrade order structures. Brands will impose stricter requirements on raw material quality, environmental certifications, and traceability, forcing upstream enterprises to enhance product added value and standardization.

For midstream apparel and home textile companies, the policy dividend will accelerate brand differentiation. Companies aiming for excellent brand status need to increase investment in R&D design, digital marketing, and channel construction; while SMEs may face greater competitive pressure and must find differentiated positioning.

For foreign trade enterprises, the international brand competition landscape may change. China's textile and apparel exports have long ranked first globally, but brand premium capacity is insufficient. Cultivating 25 excellent brands could help these brands establish higher awareness and pricing power in overseas markets, changing the 'strong OEM, weak brand' situation.

Practical Recommendations

For Buyers - Prioritize suppliers already in or likely to enter the excellent brand cultivation pool, as their product quality and delivery stability are more assured - Use brand diagnostic reports as a reference for supplier evaluation, focusing on technological innovation and green indicators - Include brand synergy clauses in procurement contracts to leverage excellent brands' channel advantages for product premium

For Foreign Trade Enterprises - Proactively connect with the excellent brand cultivation plan to become the preferred supply chain partner for brand globalization - Leverage the cultural tourism integration trend to develop product lines with cultural characteristics, enhancing the international spread of brand stories - Pay attention to green development requirements in the evaluation index system, complete environmental certifications and carbon footprint accounting early to meet international buyers' expectations for sustainable supply chains
