The upgrade blueprint of China's textile industry has been clearly outlined in this year's July 1st awards. Among the winners of National Outstanding Communist Party Members and Advanced Primary Party Organizations, seven enterprises and two individuals from the textile sector were recognized, covering chemical fiber, apparel, carbon fiber, and automation control. These publicly honored cases reflect the industry's collective breakthroughs in intelligent manufacturing, green transformation, and global expansion.

Three Pillars of Industrial Upgrade

The inclusion of Hengli Petrochemical and Jilin Carbon Valley highlights breakthroughs in domestic substitution and technology in chemical fiber and new materials. Hengli built a 20 million ton/year refining and chemical integration project in 19 months on Changxing Island, simultaneously completing the world's largest PTA base, and pioneered 'embedded wastewater treatment' technology, reducing effluent COD to below 15mg/L with full water reuse. This means Chinese chemical fiber companies no longer rely on imports and have global-leading environmental standards. Jilin Carbon Valley, with 190,000 tons of precursor capacity, has become the world's largest carbon fiber precursor producer, bringing domestic carbon fiber into the global first tier. For buyers, this signals that the supply stability and cost competitiveness of domestic high-end raw materials are significantly improving, and categories previously dependent on imports, such as carbon fiber and PTA, are now ready for substitution.

Intelligentization and talent structure upgrade form another key theme. Data from Suzhou Inovance Technology's Party Committee is telling: 62% of Party members hold master's degrees, 95% have bachelor's degrees or above, and 91% are under 40. As a leader in industrial automation, Inovance's 'Red Engineer' training system deeply integrates R&D with organizational management. The lesson for textile factories is that intelligent transformation requires not just equipment procurement but a dual-track talent pipeline combining technology and management. Changzhou Hualida Garment Group provides a model for traditional enterprises—from learning airbag production in Japan in 2008 to building an integrated chain from fabric weaving to bag sewing, now producing 130,000 finished airbags daily, with small, lightweight products popular in the domestic new energy vehicle market. This path shows that traditional garment factories can enter high-value auto parts sectors through technical accumulation.

Global Layout and Party-Building Integration

Hualida's overseas expansion illustrates a mature 'going global' model for Chinese textile firms. Over a decade responding to the Belt and Road Initiative, Hualida has built five factories in Vietnam with 15,000 employees, coordinating domestic and overseas bases toward a 10-billion-yuan sales target. This is not simple capacity relocation but a strategy of 'strengthening headquarters economy + dual domestic and international markets': domestic bases retain R&D and high-end manufacturing, while overseas bases handle mass production. For foreign trade companies, Hualida's experience suggests that overseas factories should complement, not replace, the domestic supply chain, requiring long-term investment in local labor management and cultural integration.

The deep integration of Party-building with operations is quantifiable in these award-winning firms. Hengli has eliminated 'non-Party-member work groups' for five consecutive years, with 83.3% of senior managers being Party members, and Party members or applicants leading 75% of patent inventions. Yueda Textile Group advances the textile power strategy through its Party committee. These figures show that in large manufacturing enterprises, the Party organization structure can effectively translate into execution for tech breakthroughs and cost reduction. For factory managers, this means aligning Party activities with production and R&D goals, rather than formalities, can become a lever for organizational efficiency.

Practical Recommendations

For Buyers - Focus on domestic substitution opportunities: Hengli's PTA and Jilin Carbon Valley's precursor are globally competitive; reassess import-dependent raw material lists and connect with these suppliers directly. - Prioritize green certifications: Hengli's 'green factory' and wastewater treatment ensure higher environmental compliance; include them in supplier evaluations to reduce future regulatory risks.

For Foreign Trade Companies - Adopt Hualida's 'dual market' strategy: When building capacity in Southeast Asia (e.g., Vietnam, Indonesia), retain domestic R&D and high-end manufacturing to form a flexible supply chain with 'orders taken at home, produced abroad'. - Leverage intelligentization for cost reduction: Inovance's automation systems, proven in domestic textile factories, can be deployed in overseas plants to offset rising local labor costs and improve product consistency.
