The localization of China's high-end specialty fiber supply chain is advancing from the material stage to upstream monomers and equipment. The Ministry of Industry and Information Technology's latest 'open challenge' program for key fine chemical products has, for the first time, included PBO fiber, PIPD fiber, melamine fiber, and their supporting raw materials and equipment into the national research framework, signaling a forthcoming window for domestic substitution of critical monomers that have long relied on imports.
Monomer Focus: PBO and PIPD Raw Material Challenges
The most notable tasks involve the key monomer DAR for PBO fiber and TAP for PIPD fiber. Zhejiang Dinglong Technology Co., Ltd. has been shortlisted for both tasks, while AstaTech (Chengdu) and Sichuan University jointly tackle DAR. PBO fiber, known as the 'super fiber of the 21st century,' has tensile strength far exceeding aramid, but its DAR monomer synthesis has long been monopolized by Toyobo and other overseas firms. Dinglong's deep expertise in fine chemical intermediates positions it to move from lab to pilot scale. Similarly, PIPD fiber (M5 fiber), a heterocyclic aramid with high strength, modulus, and flame retardancy, will see its monomer TAP localized, directly lowering downstream protective material costs. For buyers, once monomer localization succeeds, PBO and PIPD fiber import prices could drop by 30%-50% within two to three years.
Fiber Development: Flame-Retardant and High-Performance Fibers
On the fiber material front, China Blue Star Chengrand Chemical Co., Ltd. has taken on the PIPD fiber industrialization challenge. With prior experience in mass-producing aramid 1414, the company's move into PIPD indicates a full-chain capability building from monomer to fiber. Puyang Lvyu New Material Technology Co., Ltd. has been selected for the melamine fiber project. This inherently flame-retardant, non-drip fiber is ideal for firefighting suits and flame-retardant home textiles, offering buyers a new option beyond modified polyester and aramid, especially for rail transit and public facility interiors requiring permanent flame retardancy and low smoke toxicity.
Carbon Fiber Support: Accelerated Localization of Oils and Sizings
The carbon fiber segment is another highlight. Zhejiang Baowan Carbon Fiber Co., Ltd., Lianyungang Shenying Composite Technology Co., Ltd., and Yulin Hengshen New Material Co., Ltd. have been shortlisted for high-strength, high-modulus carbon fiber precursor oil development. Precursor oil directly affects fiber drawing stability and surface defects, a critical quality control point previously reliant on imports. Jiangsu New Vision Advanced Functional Fiber Innovation Center and Weihai Tuozhan Fiber Co., Ltd. jointly tackle carbon fiber composite sizing agent development. This sizing agent determines interfacial bonding strength between carbon fiber and resin matrix, directly impacting composite interlaminar shear performance. Successful completion of these tasks will boost the competitiveness of domestic carbon fiber in aerospace structural parts, wind turbine blades, and other high-end applications.
Equipment: Polymerization Reactor Self-Sufficiency Closes the Gap
The Yangtze River Delta Physics Research Center has been shortlisted for high-performance fiber polymerization reactor development. Polymerization reactors are core equipment, especially for specialty fibers like PBO and PIPD that require high temperature, pressure, and corrosive media. Previously, domestic specialty fiber producers relied on imported reactors, with high investment costs and long delivery times. Localization of equipment will shorten new production line construction cycles and reduce per-unit capacity investment, thereby lowering fiber prices.
Industry Impact and Practical Advice
The release of this challenge list sends a clear policy signal: the state is using the 'open challenge' mechanism to precisely break the bottlenecks in the specialty fiber supply chain. For downstream buyers, it is crucial to closely monitor the localization progress of PBO, PIPD, and melamine fibers, and adjust supplier strategies in a timely manner to avoid being passively subjected to high prices during the import dependency period. For foreign trade companies, establishing early technical connections with challenge winners could enable joint exploration of overseas markets, particularly in infrastructure and safety protection sectors along the Belt and Road Initiative.
