The domestic production of specialty fibers is moving from the laboratory to the deep end of industrialization. In the latest list of key fine chemical innovation tasks published by China's Ministry of Industry and Information Technology, multiple high-end fiber varieties—including PBO, PIPD, carbon fiber, and melamine fiber—have been targeted for breakthroughs in upstream raw materials, material preparation, and key equipment. This signals a shift in the competitive logic of China's textile industry: no longer a single-link 'bottleneck' breakthrough, but a coordinated 'fist-clenching' push across the entire chain.
Background
The list covers three categories: intermediate raw materials, key materials, and critical equipment. In the high-performance fiber monomer sector, Zhejiang Dinglong Technology Co., Ltd., along with Sichuan University, has been tasked with the DAR monomer for PBO fiber, while Dinglong also takes on the TAP monomer for PIPD fiber. PBO fiber, known as a 'super fiber,' has tensile strength ten times that of steel, used in bulletproof vests and aerospace structures. PIPD fiber combines high strength and flame retardancy, making it a hot candidate for next-generation protective materials.
On the material side, China BlueStar Chengrand Chemical Co., Ltd. is responsible for PIPD fiber development, while Puyang Lvyu New Material Technology Co., Ltd. joins the melamine fiber project. Melamine fiber is inherently flame-retardant, non-dripping, and non-smoking, with growing demand in firefighting and industrial protective wear. In carbon fiber and composites, Zhejiang Baowan Carbon Fiber, Lianyungang Shenying Composite Materials, and Yulin Hengshen New Materials are tackling high-strength, high-modulus carbon fiber precursor oil agents; the National Advanced Functional Fiber Innovation Center and Weihai Tuozhan Fiber Co., Ltd. jointly develop carbon fiber composite sizing agents.
Industry Impact
From an industrial transmission perspective, these tasks target three long-standing pain points in domestic specialty fibers: monomer purity and stability, interface compatibility during fiber preparation, and self-sufficiency in key equipment. For carbon fiber, precursor oil agents and sizing agents are critical auxiliaries determining fiber-resin bonding, historically reliant on imports, limiting domestic carbon fiber's use in aerospace-grade composites. This multi-company collaboration signals a shift from 'usable' to 'high-performance.'
For textile industrial belts, this layout will bring profound structural changes. Traditional strongholds like Zhejiang, Jiangsu, and Shandong are poised to form new growth poles in specialty fibers. Dinglong in Zhejiang and Tuozhan in Shandong will benefit first from policy and capital support. The Ministry has pledged to strengthen investment support via the national industry-finance cooperation platform and integrate enterprises into a high-quality gradient cultivation system. This means not only R&D funding but also tax, credit, and IPO benefits.
From a buyer's perspective, domestic specialty fiber scale-up will directly lower downstream costs. PBO fiber's international price is thousands of RMB per kilogram; domestic substitution could cut prices by 30-50% if mass production is achieved. This is a major boon for cost-sensitive applications like ballistic materials, aerospace structures, and deep-sea mooring cables. Domestic production also shortens supply chain response times and reduces geopolitical disruption risks.
