The localization of high-performance specialty fibers is accelerating, yet upstream bottlenecks remain the weakest link. The Ministry of Industry and Information Technology (MIIT) recently released a list of key fine chemical innovation tasks, marking the first time that critical monomers for PBO fiber, PIPD fiber, and carbon fiber composite interfaces have been designated as national-level projects. This signals a shift in policy support from end-use applications to foundational raw materials and core equipment.
Event Background
The tasks are categorized into three areas: intermediate raw materials, key materials, and essential equipment. In textiles, high-performance fiber monomers are a primary focus. Zhejiang Dinglong Technology, along with Sichuan University, is tasked with developing the DAR monomer for PBO fiber, while Dinglong also participates in the TAP monomer project for PIPD fiber. These monomers have long been imported, limiting the performance stability of domestic PBO and PIPD fibers.
On the material side, China BlueStar Chengrand Chemical is responsible for industrializing PIPD fiber, which combines high strength, high modulus, and excellent flame resistance for aerospace and protective gear. Puyang Lvyu New Material Technology is tasked with melamine fiber development to scale up domestic flame-retardant fiber production.
In carbon fiber composites, companies like Zhejiang Baowan Carbon Fiber, Lianyungang Shenying Composite Materials, and Yulin Hengeen New Materials are working on high-strength, high-modulus carbon fiber precursor oil agents to solve lubrication and bundling issues during spinning. The National Advanced Functional Fiber Innovation Center and Weihai Tuozhan Fiber are jointly developing carbon fiber composite sizing agents to address interface compatibility between carbon fiber and resin matrix, which directly impacts composite mechanical properties.
Industry Impact
From an industrial cluster perspective, Zhejiang Dinglong Technology, based in Hangzhou, will directly benefit the Yangtze River Delta's specialty fiber cluster. Weihai Tuozhan Fiber, a domestic carbon fiber leader, collaborates with the Suzhou-based innovation center to accelerate carbon fiber substitution in wind turbine blades and pressure vessels.
For buyers, localization of specialty fibers means improved supply chain security. Previously, PBO fiber monomers depended on overseas suppliers like Toray, causing price volatility and long lead times. Once DAR and TAP monomers are domestically produced, downstream PBO and PIPD fiber costs could drop by over 30%. For carbon fiber composite users, domestic sizing agents will reduce import dependence and enhance fiber-resin wetting, improving interlaminar shear strength.
Notably, the Yangtze River Delta Physics Research Center is tasked with developing high-performance fiber polymerization reactors, a critical step for equipment self-sufficiency. These reactors directly affect fiber molecular weight distribution and spinning stability; domestic production could cut equipment costs by about 20% and shorten new production line construction timelines.
