The Chinese government is intensifying efforts to break through bottlenecks in high-end specialty fibers. The Ministry of Industry and Information Technology recently released the list of selected units for its 'open competition' mechanism on key fine chemical innovation tasks, covering intermediates, key materials, and critical equipment. Multiple textile-related projects were selected, signaling a strategic push to secure the supply chain for advanced fibers like PBO and PIPD.
Background
The open competition tasks focus on three categories: intermediates, key materials, and critical equipment. In the textile sector, high-performance fiber monomers are a key breakthrough area. Zhejiang Dinglong Technology Co., Ltd., along with Aist (Chengdu) Biopharmaceutical Co., Ltd. and Sichuan University, was selected for the PBO fiber key monomer DAR task. Dinglong Technology also entered the PIPD fiber key monomer TAP project. PBO fiber, known as 'super fiber,' is over 10 times stronger than steel, but its upstream monomers have long relied on imports, creating a critical bottleneck.
On the fiber material side, China BlueStar Chengrand Chemical Co., Ltd. is tasked with PIPD fiber development, which offers superior heat and flame resistance compared to aramid, mainly for aviation and protective gear. Puyang Lvyu New Material Technology Co., Ltd. was selected for the melamine fiber project, boosting domestic high-performance flame-retardant fiber industrialization. In carbon fiber composites, Zhejiang Baowan Carbon Fiber, Lianyungang Shenying Composite Materials, and Yulin Hensen New Materials were selected for high-strength, high-modulus carbon fiber precursor oil agent tasks. Jiangsu New Vision Advanced Functional Fiber Innovation Center and Weihai Tuozhan Fiber Co., Ltd. jointly undertake the carbon fiber composite sizing agent R&D task.
Industry Impact
From a supply chain perspective, the layout is clear: first secure upstream raw materials, then break through fiber production, and finally solve auxiliary materials and equipment. Localization of PBO monomer DAR and PIPD monomer TAP will directly reduce raw material costs and shorten lead times for downstream fiber producers. In carbon fiber, oil agents and sizing agents have long been monopolized by Japanese and US companies, causing instability in composite performance. The involvement of companies like Weihai Tuozhan signals a systematic solution to this pain point.
For buyers, this trend means improved supply stability and cost-effectiveness for domestic high-performance fibers within 2-3 years. Currently, international PBO fiber prices range from $3000-5000 per kg; monomer localization could cut costs by over 30%. Domestic carbon fiber sizing agents will also reduce processing waste for end-product manufacturers. On the equipment front, Yangtze River Delta Physics Research Center Co., Ltd. is tasked with high-performance fiber polymerization reactor development, directly impacting production capacity and yield rates. Historically, domestic production lines relied on imported equipment with high maintenance costs and limited technology upgrades; equipment autonomy will clear the path for capacity expansion.
