China's high-end specialty fiber industry chain is entering a phase of accelerated localization. The Ministry of Industry and Information Technology (MIIT) has released a list of selected units for key fine chemical innovation tasks, including four textile-related projects: PBO fiber monomer, PIPD fiber, high-strength carbon fiber precursor oil, and carbon fiber composite sizing agent. This marks a shift from research to implementation.

Background

The list covers intermediates, key materials, and critical equipment. In the textile sector, Zhejiang Dinglong Technology Co., Ltd. and Sichuan University have been selected for the PBO fiber monomer DAR project, while Dinglong also leads the PIPD fiber monomer TAP project. PBO fiber, known for its tensile strength ten times that of steel, has long relied on imported monomers. PIPD fiber, a novel heterocyclic aramid, offers superior heat and flame resistance. Localizing these monomers will reduce costs and supply risks.

On the material side, China BlueStar Chengrand Chemical Co., Ltd. will develop PIPD fiber, while Puyang Lvyu New Material Technology Co., Ltd. works on melamine fiber, aiming to commercialize flame-retardant applications.

Carbon fiber-related projects have the highest participation. Zhejiang Baowan Carbon Fiber Co., Ltd., Lianyungang Shenying Composite Material Technology Co., Ltd., and Yulin Hangshen New Material Co., Ltd. are tackling high-strength carbon fiber precursor oil, a critical auxiliary material previously dominated by Japanese and U.S. firms. The National Advanced Functional Fiber Innovation Center and Weihai Tuozhan Fiber Co., Ltd. jointly develop carbon fiber composite sizing agents to solve interface adhesion issues.

Industry Impact

The list will have three effects. First, domestic monomer production will cut import costs. For PBO fiber, the DAR monomer price has been volatile due to single-source supply; Dinglong's scale-up could stabilize supply. Second, equipment localization lowers production line barriers. The Changzhou Institute of Physics Research Center's work on polymerization reactors targets the core process, reducing reliance on imported equipment. Third, the MIIT will leverage the National Industry-Finance Cooperation Platform for investment support, integrating these projects into a long-term industrial-financial system.

For the textile industry, this signals a shift toward high-performance fibers. PBO fibers are used in bulletproof vests and aerospace structures, PIPD in high-temperature filtration, and high-strength carbon fibers in wind turbine blades and pressure vessels. The market for these applications is growing at over 15% annually, but domestic firms lag in premium grades. The selection criteria focus on bottleneck technologies, ensuring resources go to the weakest links.

Practical Suggestions

For Buyers - Track progress of PBO, PIPD, and carbon fiber precursor oil localization; contact Dinglong, BlueStar, or Weihai Tuozhan for sample testing. - Evaluate replacement windows for imported carbon fiber sizing agents; plan domestic validation by late 2026.

For Export Firms - For Japanese and U.S. specialty fiber raw material exporters, prepare for price compression; adjust contract terms with floating pricing. - Monitor MIIT's investment support policies; explore joint development of flame-retardant products for Southeast Asian and Middle Eastern markets with selected units.
