When the policy dividends of the Hainan Free Trade Port meet Cambodia's labor advantages, Chinese textile enterprises are facing a new path for cross-border expansion. In early July, the Hainan Provincial Department of Commerce and Cambodia's Ministry of Commerce confirmed deepening bilateral trade and investment cooperation, with the core focus on textile industry synergy.
Cambodia's Weaknesses and Strengths
Cambodia's textile industry holds a significant position in the global mid-to-low-end market, but its supply chain has obvious gaps. As a pillar export earner, the sector has mature OEM bases, abundant labor, and trade policy benefits such as the EU's EBA and the U.S. Generalized System of Preferences. However, low fabric self-sufficiency, a lack of high-end capacity, and incomplete supporting industries are hard constraints on upgrading. This means Cambodia's demand for upstream fabrics, equipment, and technology is exactly the opportunity for Chinese firms.
The Hub Role of Hainan Free Trade Port
The core advantages of the Hainan Free Trade Port are zero import tariffs, VAT and consumption tax exemptions, and efficient cross-border logistics. The short route from Sihanoukville to Haikou minimizes transport time for textile raw materials and finished goods. This channel allows Chinese firms to export high-quality fabrics, machinery, intelligent production technology, and eco-friendly dyeing processes to Cambodia at lower cost. In return, Cambodian garments and home textiles can enter the Chinese market through Hainan at low cost, creating two-way flow.
From OEM to Full-Chain Synergy
Past cooperation was mostly limited to simple OEM. This new strategic partnership is pushing toward full-chain synergy: raw material exchange, technology transfer, brand building, and global distribution. Chinese firms can set up terminal production capacity in Cambodia, leveraging its duty-free advantages to avoid trade barriers and expand global exports. Hainan, as a distribution hub, can handle R&D and logistics, forming a 'Hainan R&D + Cambodia manufacturing' model.
Green Transition Alignment
Notably, both sides emphasize green modern industries, aligning with the textile sector's low-carbon trend. As Cambodia takes on capacity transfer, it needs eco-friendly dyeing and sustainable production technologies. For Chinese firms, exporting green capacity is not just compliance but a key to seizing market opportunities in Cambodia.
