Guangdong's textile and garment industry is undergoing a deep restructuring from isolated breakthroughs to systematic collaboration. On July 9, during the 'Guanghuo Xing Tianxia' event in Jieyang, seven cities—Shenzhen, Shantou, Foshan, Shanwei, Dongguan, Zhongshan, and Jieyang—officially formed a production-sales alliance. Simultaneously, the 'Yuezhi Fu' platform was launched and the Guangdong Plastic Shoe Quality Improvement and Upgrade Research Center was inaugurated. These moves inject new organizational logic into this traditional pillar industry.
The establishment of this alliance is not a simple administrative consolidation. The seven cities cover a complete gradient from the Pearl River Delta core to the eastern Guangdong industrial belt: Shenzhen's design and finance, Foshan's manufacturing base, Jieyang's plastic shoe cluster, and the Chaoshan region's textile and garment capacity form a natural industrial loop. Tan Jiebin, a second-level inspector of the Guangdong Provincial Department of Industry and Information Technology, revealed at the event that over 80 special events for 'Guanghuo Xing Tianxia' and manufacturing empowerment have been supported this year. The alliance's formation means these scattered resources will enter an institutionalized docking channel.
Four empowerment dimensions behind the alliance
From a policy design perspective, the provincial department has articulated a four-wheel drive strategy: policy empowerment, platform empowerment, innovation empowerment, and brand empowerment. The 'Yuezhi Fu' platform is positioned as a 24/7 'demand translator' that can help enterprises precisely match empowerment institutions in AI applications, R&D innovation, brand building, and market expansion. This signals that the traditional industry docking model—reliant on exhibitions and personal networks—is being replaced by a digitized, normalized system.
The 150 enterprise representatives came from textiles, garments, footwear, and accessories, while the enablers included Huawei, Bank of China, Alibaba, Rongjiang Laboratory, and the Guangdong Industrial Design Association. This 'textile + technology + finance + design' combination reflects that traditional industry upgrading is no longer limited to equipment renewal but has shifted to total factor productivity improvement.
Industrial signal from the plastic shoe research center
On the same morning, the Guangdong Plastic Shoe Quality Improvement and Upgrade Research Center was inaugurated at the Rongjiang Laboratory's new materials pilot base in Jieyang High-tech Zone—a signal worth noting. Jieyang is a major plastic shoe production base in China but has long faced homogeneous competition and environmental pressure. The research center will focus on new material R&D, process innovation, and green manufacturing, indicating that industrial upgrading is moving from 'scale expansion' to 'technical deep water.'
For buyers, this action sends two clear signals: first, Guangdong's plastic shoe industry is building technical barriers, and the survival space for low-end imitations will rapidly narrow; second, the rise of green manufacturing standards may translate into new procurement thresholds within 1-2 years.
Synergy benefits and potential challenges
The seven-city alliance essentially aims to solve the long-standing 'fragmentation' problem in Guangdong's textile and garment industry. Shenzhen has brands and channels, Dongguan has manufacturing capacity, and Jieyang has specialized clusters, but these advantages have often operated in silos. The alliance provides an institutionalized coordination framework, but the real test lies in execution: how to balance the interests of each city? How to prevent the alliance from becoming a mere formality?
From public information, the event already organized one-on-one, face-to-face deep docking between enterprises and empowerment institutions—a pragmatic approach worth commending. However, the more critical factor is whether the alliance can establish a sustainable incentive mechanism, such as policy support for projects with strong empowerment effects, and whether the 'Yuezhi Fu' platform can truly reduce the docking costs for SMEs.
