China's cotton market faces a new policy shift. On July 14, CNCRC released details for the 2026 reserve cotton sales, starting July 20 with daily listings but unspecified total volume and end date, adjusting daily supply flexibly. Zheng cotton futures had already weakened to 16,075 yuan/ton, making the 16,000 mark a battleground.

Optimized Pricing, Clear Policy Intent

This release features key rule changes balancing price stability with market pricing. The floor price uses a dual-anchor mechanism: 50% weight each for domestic and international spot indices, adjusted weekly. At current spreads, the floor is about 16,216 yuan/ton, offering a clear advantage over spot markets. Crucially, eligibility is restricted to textile mills for captive use, banning resale with permanent disqualification for violations. This shuts out traders and speculators, fostering rational bidding with prices likely near the floor. Market expects the supply to be mainly imported cotton, stable but with limited high-grade content, leaving the tightness in high-quality Xinjiang cotton unchanged.

Supply Gap Meets Weak Demand

The core purpose is to bridge the supply gap between old and new crop years. Commercial inventories have dropped sharply from a peak of 5.698 million tons at the start of the year to 2.8388 million tons, with Xinjiang stocks at just 1.6712 million tons and high-grade resources tightening. With nearly two months until new crop arrivals, the release smooths the transition and prevents price spikes. However, downstream demand is seasonally weak. Mill operating rates have fallen to 73.1%, with yarn stocks piling up to 30 days. Mills are buying only for immediate needs, with little appetite for stockpiling. The initial auction volume will reflect genuine mill demand, not speculative buying.

Global Production Cuts Underpin Long-Term Support

Medium-term support remains solid. Xinjiang cotton is in its critical boll-setting stage, with sustained high temperatures in July raising expectations of a smaller new crop. USDA's latest report forecasts 2026/27 global production at 25.53 million tons, down 3.8% year-on-year, shifting global supply-demand toward a tight balance. Combined with a domestic-international price spread of 3,010 yuan/ton, the dual-anchor mechanism means international price moves directly affect reserve floor prices, limiting domestic downside. These factors build a solid medium-term floor: the release is a temporary fill, not a change to the fundamental story of global production cuts and domestic high-quality scarcity.

Practical Recommendations

For Buyers - Mills producing standard yarns should focus on the first auction window, using the price advantage to replenish as needed and control costs. But note limited high-grade supply; high-count yarn producers still need to lock in quality Xinjiang spot cotton. - All participating mills must strictly comply with self-use rules to avoid losing bidding rights. Monitor daily auction volumes, success rates, and bid premiums; if demand stays thin, spot prices may correct.

For Exporters - Avoid large stockpiles in the short term; follow orders for flexible purchasing. Use the wide domestic-international spread to lock in raw material costs for forward orders when imported cotton is cheaper. - For the medium term, accumulate high-quality Xinjiang cotton on dips, betting on new-crop production shortfalls. On futures, avoid chasing near-term contracts amid overhead pressure; wait for pullbacks to build long positions in deferred contracts.

Four key watchpoints: daily auction volumes and heat, Xinjiang weather patterns, downstream mill operating rates and order recovery, and the domestic-international spread along with US cotton trends. The first auction on July 20 will be a key near-term signal. Industry players must track these data points continuously and adjust strategies flexibly based on supply, weather, and demand trends.
