Data Collection Gaps and Supply Chain Transmission
ECOS's concerns are not unfounded. Under the current ESPR framework, brands are required to provide consumers with information on product durability, repairability, and recycled content. However, this data often comes from the brands' own supply chain declarations without independent third-party verification. For Chinese textile exporters—especially small and medium-sized fabric factories in clusters like Shengze, Keqiao, and Nantong—this loophole means that even if products actually meet low-carbon standards, they may fail to obtain compliance certification due to high data collection costs. Conversely, unverified data could shift the risk of 'greenwashing' from brands downstream. From an industrial cluster perspective, printing and dyeing and weaving enterprises in the Yangtze River Delta are already feeling compliance pressure. Some European buyers are demanding Product Environmental Footprint (PEF) calculation reports from suppliers, but most small factories lack life cycle assessment (LCA) expertise and software systems. If the ESPR continues to prioritize consumer data, it will exacerbate information asymmetry in the supply chain—large brands can complete data reporting through internal systems, while OEM factories bear additional data governance costs.
Policy Gap: From 'Informing' to 'Designing'
ECOS's core recommendation is that the ESPR should shift mandatory ecodesign requirements to the product development stage, rather than just terminal information disclosure. This argument has practical urgency in the textile sector. For polyester fabrics, for example, over 70% of the carbon footprint is locked in during fiber production and weaving. Consumer labels indicating 'recyclable' or 'low energy' cannot change inherent design flaws. Industry public data shows that the EU generates approximately 12.6 million tons of textile waste annually, with less than 1% achieving closed-loop recycling. If the ESPR relies solely on consumers using digital passports to choose 'greener' products, without simultaneously mandating minimum recycled fiber content, banning specific chemicals, or restricting single-use design, the push for green fashion will devolve into an information game. For Chinese exporters, the more immediate impact is that within the next 2-3 years, the EU may impose market access restrictions on textiles failing to meet ecodesign standards. The current ambiguity of the ESPR makes it difficult for companies to lock in technical transformation directions in advance.
