While Xinjiang has become a 'super base' for pure cotton spinning due to its resource endowments and policy advantages, textile enterprises in Ningxia and Gansu have chosen a distinctly different path: fully committing to blended and differentiated yarns to avoid the red ocean of homogeneous competition. The '2026 Jinlun Cotton Textile Industry High-quality Development Exchange National Tour', recently organized by the China Cotton Textile Industry Association, visited these two regions, revealing the real transformation path of this industrial belt.
Capacity and Costs: Another Pole in the West
Ningxia's cotton textile industry has quietly formed a scale. Public data shows that the total spinning capacity in the region is nearly 1.4 million spindles, mainly concentrated in two clusters: Helan and Wuzhong. Although this scale is far smaller than Xinjiang's tens of millions of spindles, the enterprises are almost entirely invested by companies from the eastern coastal regions, implying an output of mature industrial capital and technical management.
In terms of cost structure, electricity prices in Ningxia are around 0.45 yuan per kWh, slightly higher than in Xinjiang but still significantly advantageous compared to most inland provinces. For labor, the local young workforce is relatively abundant, with monthly wages around 5,000 yuan for an eight-hour workday. This cost combination provides a basic foundation for producing high-value-added products.
Product Mix: A Full Shift from Pure Cotton to Blends
The product structure changes of two representative companies visited—Huamian (Ningxia) Textile Technology Co., Ltd. and Shizuishan Shengyuan Textile Technology Co., Ltd.—best illustrate the trend. Huamian Textile has a capacity of 530,000 high-end intelligent spinning spindles, currently enjoys good order books, and has developed a multi-category portfolio including color-spun yarn, differential yarn, and high-count pure cotton yarn. It explicitly states it is accelerating the transition from conventional varieties to high-value, differentiated, and blended products.
Even more emblematic is Shengyuan Textile. Previously, half of its product mix was pure cotton yarn; now it has completely shifted to multi-component blended yarns, with clear functional and differentiated characteristics. This radical shift means the enterprise has actively abandoned head-on competition with Xinjiang in the pure cotton yarn segment, instead targeting niche markets with higher requirements for functionality, color, and blend ratios. For buyers, this implies that the Gansu-Ningxia region is becoming a stable supply source for differentiated yarns, rather than another low-cost alternative for pure cotton yarn.
East-West Collaboration: Technology Input and Resource Activation
The underlying logic of this transformation is the bidirectional empowerment of the east-west collaboration mechanism. Enterprises in Ningxia and Gansu generally adopt an 'eastern technology + western resources' model—where eastern capital, management concepts, and R&D capabilities are deeply integrated with western electricity, labor, and land resources. Shengyuan Textile explicitly states it relies on management concepts and mature technologies from the eastern coast to achieve 'personnel interaction, technology exchange, and conceptual integration.'
A key support point of this model lies in the industrial chain's supporting industries. Jinlun Card Clothing (Baiyin) Co., Ltd., a manufacturer of carding equipment, has established a full set of advanced production lines in Baiyin, Gansu, and is collaborating with Northwestern Polytechnical University to iterate on card clothing materials and processes. This means the Gansu-Ningxia region has not only achieved differentiation in spinning but also formed technical self-sufficiency in textile machinery parts, reducing dependence on external supply chains.
