On July 1, the optimized departure tax refund policy version 2.0 officially took effect, a systematic upgrade jointly promoted by six ministries including the Ministry of Commerce. For the textile industry, this policy not only enhances port efficiency but also presents a structural opportunity in the inbound consumption market. The core changes include random inspection for refund applications under 10,000 yuan, full paperless processing, cross-regional mutual recognition for instant refunds, and an extended refund period of 28 days. These measures directly reduce the threshold and time cost for foreign tourists. At Hangzhou Xiaoshan International Airport, an Indonesian traveler completed the refund in minutes without needing to show physical goods or paper invoices. Shanghai Pudong International Airport introduced a new intelligent verification terminal with voice transcription and translation, improving efficiency by 1.5 times. For textile and apparel products, a high-frequency purchase category for foreign tourists, this optimization directly boosts conversion rates. The policy also enriches consumption scenarios. At Beijing Daxing International Airport, non-heritage cultural products such as lion head embroidery, Chinese knot buttons, and traditional jewelry are selling well. Several local cultural and creative brands have successfully settled in the airport, providing new retail outlets for high-end custom textiles, hand embroidery, and Chinese-style apparel. The central government views inbound consumption as a trillion-yuan incremental market. Beijing has set a target to double the number of departure tax refund stores by 2027, with over 100 stores offering instant refunds and more than 30 centralized refund points. This channel expansion means textile brands need to plan their presence in ports and key tourist cities. For buyers, the policy suggests prioritizing suppliers integrated into the tax refund system and focusing on culturally distinctive textile categories. Factories should adjust production lines for small-batch, multi-variety Chinese-style products, improve packaging informatization to align with paperless systems, and monitor port retail opportunities in Beijing, Shanghai, and Guangzhou. Departure tax refund 2.0 is a turning point for inbound consumption. Textile players that synchronize product design, channel access, and digital infrastructure will gain a competitive edge.
