Linping, Zhejiang, is emerging as a key observatory for the technological transformation of China's garment industry. From July 28 to 29, 2026, the Garment Industry Science and Technology Innovation Conference and Digital Transformation Supply-Demand Matchmaking Meeting was held here. The signals from the conference indicate that, with the start of the 15th Five-Year Plan, the industry is shifting from scale expansion to systemic technological restructuring.

Structural Advantages Behind the Data

The Zhejiang Provincial Department of Economy and Information Technology disclosed a set of noteworthy data at the conference: in 2025, the province's textile and apparel enterprises above designated size achieved operating revenue of 1.12 trillion yuan, accounting for 25.5% of the national total; textile exports reached $95.331 billion, representing 32.4% of China's total exports, both ranking first nationally. This means that the textile and apparel industry scale of Zhejiang Province alone exceeds that of most countries' entire industries.

As the core cluster of Hangzhou's garment industry, Linping contributes 80% of Hangzhou-style women's wear production. The district currently hosts over 6,200 industrial chain enterprises and more than 100 brand headquarters, with an output value exceeding 20 billion yuan. Yishang Town, a provincial-level characteristic town, has become a key carrier for industrial upgrading. The data shows that Linping's cluster effect has evolved from simple capacity concentration to a three-dimensional ecosystem encompassing design, trade, and online business formats.

Nine Pathways and the Industrial Logic of AI Implementation

Chen Dapeng, president of the China National Garment Association, systematically elaborated on nine major technological innovation pathways for the garment industry during the 15th Five-Year Plan period, including AI and data intelligence, smart R&D innovation, iterative upgrading of smart manufacturing equipment, comprehensive leap of smart factories, supply chain restructuring, green transformation, smart wearable technology, integration of functionality and fashion, and smart marketing upgrades. These 28 specific tasks cover the entire chain from fiber materials to terminal marketing, indicating the industry's intention to systematically restructure the technology system.

Notably, 2026 is positioned as the first year for large-scale application of AI agents. Li Xia, chief architect of the Manufacturing Digital Transformation Promotion Center, pointed out that data silos and inconsistent standards are the core bottlenecks of the current transformation. In response, the Ministry of Industry and Information Technology's national textile and apparel digital promotion center has launched free digital diagnostic and solution customization services, aiming to lower the transformation threshold for small and medium-sized enterprises through standardized tools.

Qingdao Kutesmart's practice offers another path. Its KTOS enterprise-level intelligent operating system has been implemented in over 50 industries and 150 enterprises, with factory-tested management costs reduced by 81% and order process automation rates reaching up to 81%. The system does not rely on replacing existing equipment but uses an AI brain to connect all enterprise data, making it more adaptable for small and medium factories.

Dual Breakthroughs in Equipment and Materials

On the hardware front, Shanghai Fushan Precision Machinery showcased a series of AI-driven intelligent sewing machines, including lockstitch, overlock, interlock, and double-needle machines, equipped with intelligent thread tension technology. These have been supplied in batches to the supply chains of leading brands such as Anta, Nike, and Lululemon. This indicates that intelligent sewing equipment has moved from concept validation to large-scale commercial application, directly impacting the production efficiency and quality stability of downstream OEM factories.

On the material side, progress is accelerating. Wang Dong, vice president of Wuhan Textile University, stated that consumer demand for comfort, aesthetics, intelligence, and safety has fully exploded, with three comfort dimensions—heat and moisture, touch, and pressure—becoming core competitive advantages. Technological breakthroughs in photochromic, thermochromic, and mechanochromic fibers, as well as smart sensing fabrics, are driving traditional fabrics towards multifunctional, perceptive, and adaptive smart materials. This challenges buyers' selection logic: functionality is no longer just a bonus but may become a basic threshold.

Linping's 100-Billion Target and Industrial Ecosystem Reshaping

Song Yu, a member of the Linping District Party Committee, articulated the target of building a 100-billion-yuan fashion industry cluster, with three specific pathways: first, using a '1+4+N' investment mechanism to strengthen the women's wear main business, expand into multiple categories, and increase industrial carrier space by one million square meters; second, collaborating with platforms such as the China Garment Technology Research Institute and the China Unicom Garment Manufacturing Corps to promote AI empowerment in textiles and deepen industry-academia-research cooperation; third, continuously improving supporting facilities and introducing high-quality brands and projects.

From the perspective of industrial belt reaction, Linping's strategy is a typical 'platform gathers ecosystem' approach. Yishang Town, as a physical carrier, combined with innovation platforms like the China Garment Technology Research Institute, forms a closed loop from design and R&D to smart manufacturing and brand incubation. The attraction for surrounding small and medium factories is that it reduces individual enterprises' technology procurement costs and trial-and-error risks.

Practical Recommendations

For Buyers - Prioritize suppliers equipped with AI-driven intelligent sewing equipment; such factories offer advantages in order delivery time and quality stability. - Include comfort dimensions such as heat and moisture management and touch optimization as basic evaluation criteria in product selection, rather than just as high-end selling points. - Utilize the free digital diagnostic services from the national textile and apparel digital promotion center to systematically assess existing supply chains and identify data silo bottlenecks.

For Foreign Trade Enterprises - Given that Zhejiang's textile and apparel exports account for 32.4% of the national total, focus on connecting with intelligent factories in clusters like Linping to gain flexible manufacturing and quick reorder capabilities. - Monitor the application of AI agents in marketing, such as intelligent product selection and demand forecasting tools, to reduce overseas inventory risks. - Establish long-term partnerships with suppliers capable of developing smart wearable fabrics, preparing for the incremental demand for functional apparel in European and American markets.
