When EU and Swiss environmental standards push PFAS substances into the regulatory spotlight, China's textile auxiliaries industry is reacting faster than expected. In mid-August, Dexiong Industrial's annual 100,000-ton textile printing and dyeing auxiliaries project officially opened in Haiyan Economic Development Zone, Zhejiang. With a total investment of USD 100 million and covering 40 mu of land, the base is expected to generate an annual output value of RMB 1 billion at full capacity. Unlike conventional capacity expansion, this project completely excludes fluorinated water repellent production from the design stage, directly targeting the rigid demand for fluorine-free compliance in global supply chains.
Background
PFAS (per- and polyfluoroalkyl substances) are becoming a key target of European and American environmental regulations due to their persistence and bioaccumulation. For textile auxiliaries companies, this means the market space for traditional fluorinated water repellents will continue to shrink, while suppliers that can provide fully fluorine-free alternatives and issue authoritative test certificates will gain a first-mover advantage. Dexiong's decision to locate this capacity in Haiyan is backed by its parent company Dymatic Chemicals, a fine chemical leader with 2025 revenue of RMB 3 billion, reflecting a clear judgment of industry trends: fluorine-free is not an option but a must for the next five to ten years.
The project establishes a strict isolation system in hardware and processes: dedicated equipment, raw material control, and brand-new packaging drum turnover, eliminating cross-contamination risks of fluorine substances from the source. The plant also links with Dymatic's national water repellent R&D center, application research institute, and zero-carbon laboratory, achieving integrated synergy of R&D, sampling, manufacturing, and performance testing. This full-chain layout means downstream fabric mills and apparel brands no longer need to worry about compliance risks from batch-to-batch fluorine contamination when purchasing fluorine-free water repellents.
On the opening day, Dexiong jointly issued the world's first 360° PFASTested certificate with Swiss testing institute TESTEX. The certification integrates three testing dimensions: total fluorine, targeted PFAS, and non-targeted PFAS, providing a complete validation solution for textile supply chains. Its tested product, water repellent finishing agent DX-5500HS, showed no PFAS detected and meets EU and Swiss environmental standards. For buyers, the value of this certificate lies in consolidating previously scattered testing items into a traceable compliance label, reducing verification time and cost in the supply chain.
Industry Impact
From an industrial cluster perspective, Haiyan Economic Development Zone is not a traditional textile auxiliaries hub, but Dexiong's operation is changing this landscape. The project will complement regional companies such as Sanjiang Siyi, Hengxiang New Materials, and Liansheng New Materials, accelerating cluster effects. This means Haiyan is poised to become an important supply node for fluorine-free water repellents in East China, shortening logistics radii and response times for surrounding fabric enterprises. For buyers who rely on imported fluorine-free auxiliaries, the rise of localized capacity may bring improvements in both price and lead time.
A deeper impact is that large-scale production of fluorine-free water repellents will drive down costs. In the past, fluorine-free products were expensive due to low output and complex processes, limiting market penetration. Now with 100,000-ton capacity, economies of scale are expected to narrow the price gap between fluorine-free and fluorinated products, attracting more mid-tier fabric mills to switch formulations. However, technological substitution is not immediate: fluorine-free water repellents still need continuous optimization in durability and water-repellent performance, especially in high-end outdoor apparel where demanding performance requirements may slow the replacement process.
For export-oriented textile companies, PFAS testing is no longer optional. EU REACH regulations and Swiss chemical ordinances are tightening restrictions on PFAS, and any fluorine residue could trigger shipment rejection or recall. Dexiong's triple-testing solution effectively builds a risk firewall for the supply chain. By locking in certified fluorine-free products at the procurement stage, foreign trade enterprises can significantly reduce export compliance uncertainty while enhancing brand credibility among European and American customers.
