The government has signaled a clear strategic shift: future competitiveness will hinge on productivity, technology adoption, innovation, and sustainability, rather than on low labor costs alone. This marks a decisive pivot from a demographic dividend to a technology dividend for the country's textile sector.
Policy Context
Bangladesh's garment industry has long relied on cheap labor, contributing over 80% of the nation's export earnings. However, rising minimum wages, stricter compliance requirements from global brands, and intensifying competition from Vietnam and Cambodia have eroded this advantage. The government's recent stance directly addresses this bottleneck — the old model is unsustainable.
Industry data shows that labor productivity in Bangladesh's garment factories is only about 60% of that in Chinese counterparts, with automation rates below 20%. Many processes, such as cutting and sewing, remain manual, leading to longer lead times and higher defect rates. The policy shift aims to close this efficiency gap through technological upgrades.
Impact on Global Supply Chains
Bangladesh's transformation is not isolated. Vietnam is accelerating digital printing and automated cutting, while India focuses on functional fabric R&D. The competitive axis across Asian garment manufacturing is shifting from "who is cheaper" to "who is more efficient and flexible."
For Chinese textile firms, the effects are twofold. On one hand, Bangladesh's demand for high-end fabrics and accessories may expand — its domestic capacity for synthetic fibers and premium cotton textiles is limited, so early-stage upgrades will rely on Chinese suppliers for high-count yarns and specialty finished fabrics. On the other hand, in standardized products like basic T-shirts and jeans, Bangladesh's automation gains could intensify competition for low-end OEM orders from China.
Sustainability as a New Threshold
The government's inclusion of sustainability as a competitive pillar aligns with global brand procurement policies. Fast-fashion giants like H&M and Zara have set targets for 100% sustainable materials by 2030 and require carbon footprint reporting. Bangladesh factories that meet standards in wastewater treatment, renewable energy, and chemical management will command higher order premiums.
Currently, Bangladesh hosts over 150 LEED-certified green garment factories, the highest globally. However, small and medium factories face significant funding gaps for retrofitting. This creates opportunities for environmental technology providers and third-party certifiers. Chinese dyeing and finishing companies that form technical partnerships with Bangladeshi factories can capture early-mover advantages in green supply chains.
