Tax Game: The Transmission Chain from Raw Materials to Garments
One of BTMA's core demands is a restructuring of the tariff regime. According to publicly available industry data, Bangladeshi textile mills currently pay a 15% import duty on raw cotton, while downstream garment exporters enjoy zero-duty quotas for imported fabrics. This 'heavy tax upstream, tax-free downstream' scissors effect directly causes local yarn and fabric costs to be 8% to 12% higher than imported alternatives.
More critically, Bangladesh's textile sector is attempting to transition from 'cut-make-trim' to a full value chain—requiring massive investment in spinning, weaving, and dyeing. Different industrial clusters feel the pressure unevenly. Knitwear and garment enterprises around Dhaka, benefiting from port proximity and bonded warehouse policies, are relatively less affected. Policy Landing: Short-Term Relief vs. Long-Term Transformation
Judging from BTMA's list of demands, the industry leans toward short-term relief—lowering raw material tariffs, subsidizing gas price differentials, and easing credit limits. But the government may be more focused on long-term transformation: Bangladesh plans to increase textile exports to $50 billion by 2030, requiring foreign investment in high-end fabrics and functional textiles.
A noteworthy signal is that Bangladesh's central bank recently cut the benchmark lending rate for the textile sector from 9% to 7.5%, but actual bank lending rates remain above 11%. BTMA is asking for a dedicated fund to provide 3% to 4% subsidized loans for factories upgrading environmentally friendly dyeing equipment. If adopted, this could accelerate the elimination and consolidation of a batch of small and medium-sized mills.
